It would give way to strategy without totally screwing your opponent. Perhaps they could limit the number of active satellites available at once? Like a wonder? Or just use resource requirements to limit them?ДЄs for terraforming defensively/offensively, satellites would be limited by orbital range, so that wouldn't be doable until late game, and satellites have a limited range, so they could only terraform tiles in a certain area.
